P&C and L&H data, benchmarking & rate filings > What Pythia covers for P&C and L&H insurance: carrier benchmarking, market sizing, rate forecasting and 45M+ DOI documents. ## 1. What is Pythia? Pythia is the most advanced product & pricing AI platform in the market, built for Property & Casualty (P&C) and Life & Health (L&H) insurance. It combines agentic AI with proprietary data across two suites. ALPHA is the market: 30+ years of structured insurer data since 1992. ZETA is the regulatory record behind it: 45M+ DOI documents from the past two decades. A filing shows what a competitor did; statutory data shows whether it worked. ZETA reads both, so a rating plan or clause is benchmarked against the loss ratios & market share that followed it. ## 2. What is ALPHA? ALPHA combines AI with 6 proprietary databases for carrier benchmarking, premiums/rates modeling and industry premium sizing, built on 30+ years of structured insurer data since 1992. Coverage extends beyond standard statutory reporting to the residual market (insurers of last resort) and state workers' compensation funds. Most P&C data stops at State and line of business. ALPHA cuts every figure by any combination of: - Geography: US-wide, 50 States & DC, 400+ metropolitan areas, 3,200+ counties - Industry: 450+ industries - Company size: 10 company size segments (e.g., 'Nano' firms under 5 employees) - LoB: 50+ lines, all P&C lines reported to state insurance commissioners - Basis: direct and net of reinsurance - Carriers: 5,000+ writing carriers in 10+ classes - Time period: continuous, since 1992 ## 3. How does Pythia do Carrier Benchmarking? In-depth carrier performance benchmarking across 5,000+ writing carriers, by channel, product, company size segment and region, separately for Admitted vs E&S. A proprietary model analyzes full carrier P&L, so the comparison reaches the cost line, not just the premium line. Carriers are grouped into 10+ classes, so each is measured against like businesses rather than the market average. Proprietary metrics cover growth and its drivers, fixed vs contingent commissions, and cost ratios by State, line of business, segment and channel. Outputs: market shares, carrier book mix, loss ratios evolution, detailed cost ratios. ## 4. What is Industry Spotlight? Insurance premiums/KPIs & macro data at the intersection of geography, industry, company size segment & line of business. County level across 3,200+ counties and 400+ metropolitan areas, 450+ industries, with history since 1992. Alongside premiums and rates, ALPHA holds the data that explains them: businesses, vehicles, housing units, population, revenue, GDP, gross output. That makes average insurance spend and insurance penetration on GDP/revenue directly measurable. ## 5. What does Pythia's Forecast Modeling include? AI-driven forecasting of capacity needs and insurance rates by geography, industry and line of business, on the secular evolution of the market rather than next quarter's. The forecast runs off two decades of insurance rates extracted by carrier. Leverage 15+ prebuilt scenarios or set your own across 10 assumption categories, combining into 30K+ scenarios. Outputs by geography, company size segment and line of business: evolution of premiums, evolution of rates. ## 6. What is ZETA? ZETA is the central hub for product dev & pricing agentic AI. It works the regulatory record behind the market, and turns the tasks built on it into automated workflows. - Size: 45M+ DOI documents - Carriers: the full filer base, from the largest down to the long tail - Refresh: weekly, 120K+ new documents a week - Completeness: the full set of submitted materials for each filing ## 7. What are Pythia's workflows? A workflow produces the work, not an answer: each returns a finished output (e.g., a drafted document, a benchmark table, a marked-up redline). ZETA carries 50+ workflows, built around the day-to-day tasks of pricing, actuarial, product, state management, compliance, legal and strategy teams. --- # Blog ## Strategic partnership launch with Perr & Knight Published: 2026-03-31 URL: https://www.pythiains.com/blog/strategic-partnership-launch-with-perr-knight/ > PK1Cloud, a division of Perr & Knight, and Pythia announce a strategic partnership to deliver AI-powered intelligence to the P&C insurance market. - Combining three decades of P&C expertise with agentic AI to shape the future of insurance decision-making. What the milestones actually tell us. The Property & Casualty (P&C) insurance market reached new highs and historic milestones in 2024, surpassing $1 trillion in total premiums and exceeding $100 billion in Excess & Surplus (E&S) premiums. This remarkable growth reflects the industry’s resilience, strategic shifts and the evolving landscape of risk management. Here’s some highlights from NAIC bluebook and PIPSO data: Independent Agency channel in the lead but Direct most profitable - The independent agency channel continued to hold the majority share of the market, accounting for approximately 55% of total premiums. After some rebalancing during the 2018-2022 period, the Direct, Exclusive Agencies and Independent agency mix stabilized at present levels. - Independent agencies also demonstrated superior claims performance compared to the Exclusive Agency and Direct channels (7 and 2 percentage points of direct loss ratio respectively), reinforcing their value proposition in the industry. Yet again, Direct outperformed in terms of combined ratio performance, given its cost-light structure. Personal Lines Outpaces Commercial Growth - Personal lines experienced a 14% year-over-year (YoY) growth, driven primarily by rates hardening, while commercial lines segment recorded a more modest 5% YoY increase. Beyond rates changes, the surge in personal lines also underscores the increasing demand for individual coverage. - Profitability showed improvement in personal lines, with market-wide combined ratio dropping by five percentage points from 2023, reaching just below 98%. Conversely, commercial lines faced increased loss ratios, with combined ratio deteriorating by 2% YoY to reach 96% in 2024. Market Share Shifts Among Industry Leaders In personal lines… - Market leaders State Farm and Progressive solidified their dominance by expanding their market shares. - Meanwhile, Liberty Mutual, Berkshire Hathaway/GEICO, and Farmers saw declines in their shares, indicating shifting strategic positioning and willingness to take risk in cat-impacted areas On the commercial side… - Travelers emerged as the top player, overtaking Chubb for the #1 position. Other notable market share gains were made by Hartford, Progressive, and State Farm. - In contrast, Nationwide, Chubb, and Liberty Mutual experienced declines in their respective market shares, reflecting competitive pressures and changing underwriting strategies. Geographic Hotspots of Growth - From a regional perspective, the fastest-growing P&C markets were in the Far West, particularly in California and Washington. - The Southeast – with states like Georgia and Florida – and the Rockies – including Colorado and Utah – also saw significant growth. - The Mideast region, covering New York and New Jersey, and the Plains states experienced more moderate premium increases. Our takeaway As the P&C insurance industry moves forward, the 2024 landscape reflects an environment of rapid expansion, shifting competitive dynamics and evolving risk factors. With independent agencies continuing to play a leading role and market leaders reshuffling their positions, the industry is poised for further transformation in the years ahead. ### Asides ## How California homeowners may end up paying over $4K in insurance by 2028 Published: 2025-01-11 URL: https://www.pythiains.com/blog/how-california-homeowners-may-end-up-paying-4k-in-insurance-by-2028/ > Wildfires in the Los Angeles metro area are compounding an already difficult market for California households, businesses and carriers. Wildfires ravaging the Los Angeles metro area are bringing yet more pain to an already challenging environment for households, businesses and insurance carriers in California. Natural disaster-related losses in California have been mounting since 2017 – about $10 billion to $15 billion incurred losses annually – creating a complicated environment for insureds and carriers. Homeowners are looking for coverage, yet carriers believe that the future might look even worse than the present and are keen to avoid another round of approximately 200% loss ratios, like what they faced in 2017 and 2018. Where does this situation leave homeowners? The 1.4 million households in Los Angeles in 2024 forked over on average $3,200 in premiums for Homeowners insurance. This is 65% more expensive than what they paid in 2020 – or about $1,900. By comparison, Homeowners insurance rates increased +50% in Florida, +70% in Texas and +30% in Massachusetts for the same period. And yet rate hikes are most likely far from over, an analysis of carriers’ public disclosures by Pythia Insurance finds. California homeowners could see their insurance rates surge up to 30% by 2028, if the pace of natural disasters similar to the catastrophic wildfires ravaging Los Angeles this week persists over the next couple of years. These rate hikes would mean that the average Los Angeles household could end up paying close to $4,300 annually for home insurance. These increases still may not be enough as even during a relatively good year like 2023, carriers struggled to breakeven, with California Homeowners combined ratio of about 97%. Despite the challenging environment, not all carriers are rushing to the door. When looking at “clean” growth – i.e., growth excluding changes in rates, limits and exposures – State Farm, Travelers, and AmFam are consistently picking up market share in the state. Meanwhile, Allstate, Chubb, Nationwide, and The Hartford are taking steps to reduce or eliminate their Admitted Homeowners book – or rather to move it to the Excess Homeowners market, which reached $500 million in 2023. The opposing trajectories likely reflect differing views as to whether California insurance commissioners will allow steeper rates hikes in coming years. With many LA homeowners realizing their policies don’t cover wildfires, industry practitioners believe that regulators and politicians will come under significant pressure to intervene – with the potential side-effect of explosive growth in the E&S market. Los Angeles and its suburbs are the second largest metropolitan area in the US, and the lifeblood of California. A market almost too big to fail. Yet its clear carriers are not willing to continue taking that exposure (at least to its full extent), without drastic changes in rates. Compared to the current levels of property taxes, higher insurance costs may be painful but not necessarily prohibitive for homeowners. That’s an unpleasant reality but one that residents area might be called to adjust to. ### Asides ## What does $1 of fixed commissions buy you? Published: 2025-01-02 URL: https://www.pythiains.com/blog/what-does-1-of-fixed-commissions-buy-you/ > For Admitted General Liability in New Jersey, $1 of incremental fixed commission yields roughly $2.50 in loss reduction — a 150% return. Is it a race to the bottom or one to the top? Is the investment worth it? Many carriers are quick to answer that the less you pay the better, but Pythia’s data shows this is not such a clear-cut case. For example, for every $1 of extra fixed commissions carriers pay in New Jersey Admitted General Liability – a market of $2.3 billion in direct premiums written – they gain approximately $2.5 in loss reduction. That’s a whopping 150% return on their investment. But for a similarly sized market, like California’s Admitted Inland Marine ($2.7 billion in DPW), every $1 dollar in incremental fixed commissions yielded $0.6 in loss reduction, on average – not much of a “deal,” if you can call it so. The big question for carriers and brokers is: “When does it make economic sense for carriers to change their fixed commissions rates?” So far, industry players have mostly relied on intuition when building their strategies, leaving fixed commissions rates flat over the past 3 years and, largely, both sides frustrated. Data comes again to the rescue. There are two ways to look at commission strategies: - When paying “one additional dollar” in fixed commissions, what savings – if any – do carriers secure in direct losses. Any savings of less than a dollar make the strategy ROI negative. - Also, when paying “one additional dollar” in fixed commissions, how many incremental dollars of premium can carriers expect. An analysis of regulatory data by Pythia has uncovered which markets bring the most bang for the buck called fixed commissions. Take a growth-oriented example: investing in New Jersey’s Excess & Surplus market in General Liability – a $1.2B DPW market – is net positive for carriers. Specifically, 1 percentage point of extra fixed commissions yields an expected ~1 percentage point incremental DPW “clean” organic growth. That is growth due to new client acquisition, after changes in rates, limits and insured exposures. On the opposite end, fixed commissions are less likely to “buy” growth for carriers in California’s Admitted Inland Marine market. Pythia found that 1 percentage point of extra fixed commissions yields an expected 0.6 percentage points incremental DPW growth due to new client acquisition. In conclusion, for independent agents who bring clear value to their carrier partners, getting proportionally compensated for their contributions is only fair. And for carriers who want to make sure that every dollar counts and that their capacity is not wasted, identifying the right partners and markets is paramount. But to achieve this combo, only data can provide the right answer. Independent agents wrote more than $12 billion of E&S P&C premiums last year. In a recent story, the Wall Street Journal reported on the case of entertainment billionaire Alki David, who, a California jury said in June, should pay $900 million to a former employee for sexual battery. This is only one of dozens of “nuclear verdicts” for insurers – verdicts representing jury awards of more than $10 million. Marathon Strategies, a PR firm that produces an annual report on the matter, found that in 2023 the total of nuclear verdicts was up 27%, with the median award rising to $44 million from $41 million the year before, a 7.3% increase. And the trend is unlikely to end here. It’s no coincidence that the Golden State – where insurers also struggle with the impact of climate change from large wildfires – looks like ground zero, with several carriers running for the doors. Naturally, agents and insureds in California are turning to the Excess & Surplus market to find coverage, often at 2-3x the cost of Admitted coverage. Today, Pythia Insurance shows how California’s Excess & Surplus (E&S) market “explosion” translates in practice. E&S now accounts for over 20% of the overall premiums written in the state. Independent agents wrote over $12 billion of E&S Property and Casualty premiums last year, a 15% compound annual growth rate (CAGR) since 2020. ### Areas most impacted Three lines, in particular, highlight the dramatic increase in E&S: - Homeowners Insurance – one in 10 homeowners now turn to E&S to protect their house, a much higher rate than the national average of 1.5% of homeowners; - Commercial property – E&S is now over half of the total business; - ‘Claims Made’ Liability Business – also, over 50% of premiums in the line are written in the E&S market. In some niches, E&S constitutes 75% or more of the market. Still, the pressure on the margins of the admitted book of business is more than evident. For independent agents in California, commercial lines in Admitted markets saw an increase in combined ratio 89% in 2020 to 104% in 2023. This means 4 cents of loss for every $1 of premium written for insurers. For Package business, combined ratio ballooned to 150+% in 2023. ### Looking at the Future The gradual transfer of business from Admitted to the E&S market, however, is not uniform across all carriers. While some insurers may be rapidly reducing or eliminating their admitted books, others continue to expand their admitted presence. For example, five carriers have doubled down on niches within Commercial Property and have seen both stable combined ratio at levels lower than 70% and growth in written premiums of 15+% annually, Pythia Insurance data shows. Looking ahead to 2025 and 2026, capacity will remain constrained, but certain carriers will emerge as industry leaders. Independent agents who partner with these profitable, growing insurers will secure coverage for their clients, while others may increasingly rely on E&S markets. Choosing the right carrier partnerships will be crucial for success. Pythia Insurance can help you identify the right partners. ### Asides
